The CIE project aims to: enhance ID document security elements through advanced technological solutions and to ensure the issuance of the CIE for all Italian citizens resident in Italy and for all Italian citizens resident abroad listed in the AIRE database (Anagrafe degli Italiani Residenti all’Estero).

The CIE project provides a centralized personalization of the document – the CIE is produced exclusively by the Italian State Printing Works and Mint (Istituto Poligrafico e Zecca dello Stato) – and complies with the most advanced international security standards for electronic documents.

The CIE is a compulsory identification document issued by the Ministry of the Interior in cooperation with the:

  • Ministry of Economy and Finance (www.mef.gov.it)
    Responsible for surveillance and control of the Italian State Printing Works and Mint (Istituto Poligrafico e Zecca dello Stato) in terms of bank notes and stamps subject to strict accountability.
  • Ministry of Foreign Affairs and International Cooperation (www.esteri.it)
    Responsible for the procedures for issuing the CIE for Italian citizens resident abroad and listed in the database of the AIRE, through the network of consular offices.
  • Italian State Printing Works and Mint (Istituto Poligrafico e Zecca dello Stato S.p.A.) (www.ipzs.it)
    Responsible for the procedures for issuing the CIE for Italian citizens resident abroad and listed in the AIRE database, through the network of consular offices
  • Municipalities
    Responsible for the administrative procedure for the CIE issuance
  • National Transplant Center (www.trapianti.salute.gov.it)
    Responsible for the data management of organ donation declarations of willingness submitted during the CIE issuing process.
